PM&DC upholds old exam rules for 2024–25 students

The Pakistan Medical and Dental Council (PM&DC) has clarified that no retrospective changes will be made to the attendance or passing mark requirements for MBBS and BDS students already enrolled in the 2024–25 academic session.

In a notification issued on November 3, 2025, following its Council meeting held on October 21, the PM&DC stated that students admitted up to and including the 2024–25 session will continue to be assessed under the existing criteria of 50% minimum passing marks and 75% attendance. The Council took this decision after reviewing extensive feedback from universities, medical and dental colleges, and multiple petitions from students and parents opposing mid-session rule changes.

The PMDC added that any future increase in benchmarks — proposed at 5% each for attendance and passing marks — will only apply to new admissions and will be finalized after consultation with universities, educationists, and stakeholders. The revised criteria will be announced in due course.

The latest directive supersedes earlier notifications issued on January 31, February 10, and April 15, 2025, on the same subject. All recognized medical and dental institutions and their affiliating universities have been instructed to ensure strict compliance with the updated policy.

The decision aims to maintain academic fairness while allowing institutions time to prepare for the next phase of regulatory tightening. The PM&DC, which resumed full regulatory authority under the Ministry of National Health Services, Regulations and Coordination in 2023, continues to align medical education standards with international accreditation norms.
