FIA expands probe into alleged mega corruption case in OGRA

KARACHI: The Federal Investigation Agency (FIA) Anti-Corruption Circle Karachi has intensified its investigation into an alleged mega corruption scandal in the Oil and Gas Regulatory Authority (OGRA), summoning Member Oil Zain-ul-Abideen Qureshi for questioning.

According to official documents, the FIA has issued a formal call-up notice under Inquiry No. 43/2026, directing the senior OGRA official to appear in person on Monday, May 25, 2026 at 9:00 AM.

The investigation covers allegations of manipulation in petroleum stocks, concealment of fuel reserves, regulatory misconduct, and alleged misuse of authority, which officials say may have caused significant losses to the national exchequer.

Sources said the inquiry also includes scrutiny of multiple oil marketing companies, including Go Petroleum, over alleged irregularities such as underreporting of petroleum stocks, fraudulent claims under the Price Differential Claims (PDC) mechanism, and suspected collusion with terminal operators and regulatory officials.

The FIA notice states that preliminary findings have raised serious questions regarding the role of the OGRA Member Oil, particularly in relation to oversight of supply chain monitoring, stock verification, and pricing regulation.

The agency has also sought extensive records from OGRA, including documentation related to the PDC mechanism, claims processing, inspection reports, terminal audits, show-cause notices, and key administrative decisions.

Officials indicate that more individuals may be summoned as the investigation progresses, with authorities preparing for broader legal action based on evidence gathered during the inquiry.
