Clears Rs. 27.62bn guarantees for Sialkot-Kharian Motorway

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet on Tuesday approved a series of public sector financing measures, including quarterly funding support for Pakistan Television Corporation (PTVC) and sovereign guarantees for a major motorway project, at a meeting chaired by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb.
The committee, meeting at the Finance Division, approved a Technical Supplementary Grant (TSG) for PTVC covering the 2026–27 financial year, under which the broadcaster will receive Rs. 3.25 billion per quarter to cover its operational and essential running expenses. The ECC directed the Ministry of Information and Broadcasting to return within two months with a comprehensive financial sustainability plan for the state broadcaster.
In a separate decision, the ECC approved sovereign guarantees worth Rs. 27.62 billion for the Sialkot (Sambrial)–Kharian Motorway (M-12), a project being developed on a Build-Operate-Transfer basis under the Ministry of Communications. The committee also approved the roll-over of previously issued Operational Viability Gap Funding (VGF) amounting to Rs. 6.944 billion. Officials said the move is intended to help the project’s concessionaire achieve financial close under the approved public-private partnership financing structure.
The meeting was attended by Federal Minister for Commerce Jam Kamal Khan, Federal Minister for Investment Qaiser Ahmed Sheikh, Federal Minister for Power Sardar Awais Ahmad Khan Leghari, Federal Minister for Petroleum Ali Pervaiz Malik, and Special Assistant to the Prime Minister on Industries and Production Haroon Akhtar Khan, along with senior federal secretaries and officials from concerned ministries, divisions, and regulatory bodies.
