CDA abolishes hundreds of vacant posts

ISLAMABAD: The Capital Development Authority (CDA) has approved the abolition of a large number of vacant, dormant and redundant positions as part of its human resource rationalization and restructuring initiative in line with the federal government’s austerity and rightsizing policy.

According to an official notification issued by the Human Resource Development Directorate on June 11, 2026, the decision was taken during the 17th CDA Board meeting held on June 8, 2026. The move aims to streamline the authority’s workforce structure and improve administrative efficiency.

Under the notification, a total of more than 2,900 vacant posts across various grades have been abolished with immediate effect. The abolished positions range from senior management roles to support and operational staff.

Among the higher-grade positions eliminated are 10 posts of Assistant Director (E&M), 40 Assistant Director (Civil), two Bazaar Inspectors, eight Admin Officers, 14 Stenographers and 11 Building Inspectors. The authority has also removed 90 Junior Assistant positions, 31 Junior Research Assistant posts, 39 Junior Technicians and several Patwari, Kanungo and Foreman positions.

A significant number of lower-grade and support staff positions have also been abolished, including 172 Security Guards, 161 Drivers, 316 Helpers, 641 Khakroob/Cleaner/Sweeper posts, 130 Naib Qasid positions and 400 OGM/Mali posts. Other affected categories include mechanics, plumbers, electricians, laboratory assistants, enforcement chowkidars and sanitary workers.

The notification states that all abolished positions have been removed from the direct recruitment quota. Meanwhile, the number of posts allocated to the promotion quota, as they existed before the issuance of the notification, will remain frozen.

CDA has further directed that necessary amendments and insertions be made in the relevant chapters of the CDA Employees (Service) Regulations, 1992, to reflect the changes.

The notification was signed by Deputy Director-III (HRD) Muhammad Akram Arain and circulated to senior CDA officials, including the Director General (HRD), Secretary to the CDA Board, finance officials and members of various CDA wings.

The latest move comes as the federal government continues to pursue a broader rightsizing agenda aimed at reducing administrative expenditures, eliminating redundant positions and improving efficiency across public sector institutions.
