CDA warns public against illegal housing schemes in Islamabad

ISLAMABAD: The Capital Development Authority (CDA) has issued a strong public notice warning citizens and investors against purchasing plots in dozens of unauthorized housing and agro-farming schemes operating in Islamabad’s Zones III and IV.

In the notice issued by the CDA’s Planning Wing – Regional Planning Directorate, the authority said several private developers were advertising and marketing housing schemes through social media campaigns, site visits and commercial promotions without obtaining prior approval from the CDA, making such projects illegal and unauthorized.

The civic authority stated that under the CDA Ordinance 1960, the Master Plan of Islamabad, ICT Zoning Regulations 1992, and the Private Housing and Agro-Farming Schemes Regulations 2023, no housing project can be launched in contradiction of approved zoning and planning laws. The CDA clarified that housing schemes can only be developed in permissible areas of Sub-Zones B and C, while farm housing schemes are restricted to Sub-Zone D of Zone IV.

The authority warned sponsors of illegal and unauthorized schemes to immediately stop all marketing, sale and development activities. It added that CDA directorates were already taking action against several projects operating without legal approval.

According to the public notice, a total of 99 housing and agro-farming schemes have either failed to obtain CDA approval or are located in restricted areas of Zones III and IV. The authority strongly advised the public not to buy or sell plots in these schemes in their own interest, warning that such investments carry significant legal and financial risks.

Among the prominent schemes declared illegal are Royal City Housing Scheme on Lehtrar Road, Japan Valley Kirpa, Ghouni Gardens, Simly Valley Phase I and II, Dhanyal Town, Capital Gardens, Dream Land City, Green Avenue, Marwa Town, Al-Rehman City View, Gulberg Town, Madina Town, PTV Colony, Bani Kahu Enclave and Yar Muhammad Society.

The list also includes projects located along Lehtrar Road, Simly Dam Road, Kuri Road, Park Road, Islamabad Highway and areas near Bani Gala, reflecting the widespread expansion of unauthorized real estate developments in suburban Islamabad.

The CDA said some developers were using aggressive advertising campaigns to attract buyers despite lacking legal approvals. The authority urged citizens to verify the legal status of housing projects with CDA before making any investment decision.

The notice further advised sponsors of these schemes to submit their layout plans and seek formal approval under relevant planning regulations if they intended to regularize their projects.

Director Regional Planning CDA Ejaz Ul Hassan signed the notice and directed the public to contact the Regional Planning Directorate for further information and verification regarding housing schemes operating in the federal capital.

The latest warning comes as authorities intensify efforts to curb illegal urban expansion and protect buyers from fraudulent property ventures amid growing demand for housing in Islamabad.
